[FLINK-38763][runtime] Add REST API for JarRunApplication

What is the purpose of the change

This pull request adds the REST API for running an application(PackagedProgramApplication) from an uploaded jar.

Brief change log

• Add the REST request/response/handler for JarRunApplication

Verifying this change

This change added tests and can be verified as follows:

• Added tests that validate the correct behavior of JarRunApplication handler
