I have conducted a detailed review only on FLIP-339, FLIP-495 and FLIP-487, which I am relatively familiar with.

For other items, I only did a brief check based on my limited understanding.

It is worth noting that not all FLIP features mentioned here have been fully merged into version 2.3. Do we need to add notes for the incomplete FLIP items in 2.3, for instance, a brief mention that some features are still under development?

Besides, after the review is completed, should we rebuild the code before merging?

This is the release blog post for Flink 2.3.0.
After the release is finalized, this PR will be updated with the other updates needed for the website and then published.
