Used actions are pinned to a commit sha in build.yml which is great but tedious to keep updated manually and can lead to outdated actions. I noticed this when checking for use of the artifact actions v3 across the org, which will be removed on December 5th.
This PR adds a dependabot.yml that will open PRs to update the shas were relevant. It should automatically open a PR for each outdated action shortly after merge.
