Microreact improvements

• Implements Decimated clusters should get a warning on Microreact #49
  • Requires new input decimated template JSON (if not present won't error but will not update MR project)
• Implements Switch to teams-based sharing for Microreact #46
  • Requires new input team URI
  • Email sharing remains as a fallback (not mutually exclusive with teams sharing)
• Reimplements 20-clusters with no children shouldn't upload to Microreact #43 but not enabled by default
• Unclustered samples now get dropkicked into listener bucket
• Better test data
  • More of it
  • Persistent cluster information actually has the existing persistent clusters on it
  • No impossible one-sample cluster in persistent cluster IDs
  • Fix to outdated cluster JSON
  • Scuffed workaround for Certain persistent cluster IDs throw errors #50 for this particular test case -- does not actually prevent Certain persistent cluster IDs throw errors #50 from happening in other situations
