This PR adds a Github Action that automatically builds
gguf-toolswith Cosmopolitan Libc (cc @jart) when creating a tag+release.The action creates a zip file containing
gguf-tools.com, a fat binary that will run onx86_64andaarch64, and ELF binaries forx86_64andaarch64that have the necessary debug symbols.You can view the results here: https://github.com/ahgamut/gguf-tools/releases/tag/untagged-8ba63cb179389210bb3c
