Description of changes:
This PR updates the CLI's dependencies on ion-rust, and ion-schema-rust, to point to ion11 branches.
Additionally, this PR makes some other small updates:
EncodedBinaryValuetoBinaryValueLiteral.DecimalMath::subambiguous when calling without explicit type info, so this was made explicit.CommandIo::newwas added (as an explicit infer) per clippy lint suggestion.By submitting this pull request, I confirm that my contribution is made under the terms of the Apache 2.0 license.
