Uses default profile or profile information passed in to support the partition.
This also fixes ARN comparisons being a false positive in GovCloud for 1.22, 2.4.
Also fixed a false positive in 2.7 to check the S3 bucket encryption policy to see if default encryption for the bucket is applied with a CMK.
