Default to `false` Make it so databases with `database_tasks: false` can be seen and cleaned

There are a few options you can set on active record config that cause DatabaseRewinder to not behave in obvious ways. If you use
schema_search_pathto differentiate DBs on the same host, it picks the wrong connection inrecord_inserted_table
