Upgrading mermaid to latest version before adding npm package-ecosystem to dependabot.yml
We're not currently asking dependabot to check for package updates for npm packages. We only currently have one dependency specified in package.json, but probably still useful to automatically check for updates.

Adding npm package-ecosystem to
dependabot.yml, so that dependabot automatically opens PRs for updated npm packages. Currently our only dependency ismermaid, but it would still be nice to stay up to date.This PR also updates
mermaidto the latest version.
