Add TSPerf Inspector challenge submission

Adds TSPerf Inspector as a community submission on the TSPerf challenge page.

Submission links:

Context:

• The live TSPerf challenge page currently marks the challenge as completed and the "Submit a solution" card is static, with no form action / LiveView event available.
• This PR is a direct request to list the project in the challenge submissions area.

Verification run locally in the extension repo:

• npm test
• npm run package

Note: I could not run this repository's Elixir formatter/tests locally because mix is not installed in the current Windows environment; git diff --check passed for the changed file.
