added wateryear summary option to plot_budget_summary that includes r…e-doing how the annual summary is computed and the ability to pass colormaps for the IN and OUT components.
I added the wateryear summary option but the bigger question for the merge is changing the approach used for the annual summary too. I resampled the budget from the listfile to daily and then interpolated between the end of time step values.
Then I summed the daily volumes for the calendar year or water year and divided by the number of days in that year to get an annual average rate. This gives slightly different values for the annual summary compared to the original approach. We could go back to the original approach and just use the daily interpolation for water year if that is better.
