The v198 archive says pre-flight read PM state v197 at 3586948 and that develop CI was green at that same SHA while PR #787 was still open in the assessment. But 3586948 is the squash produced by merging PR #787 later in this run, and the appended decisions entry records the actual pre-merge v197 baseline as 1052fc8a; leaving this as-is makes the PM history impossible to replay and can mislead later dispatches about what state was verified before the merge.

Fixed in commit 093fe0f. Changed both the pre-flight line and the assessment line to reference 1052fc8a (the actual develop HEAD at the start of this run — post PR #786 squash, before PR #787 was merged). 3586948 now correctly appears only in the "Actions taken" section where the merge actually occurred. The decisions.jsonl entry was already correct.
