refactor: consume shared eval-kit

Summary

• Replace the local workspace eval-kit dependency with github:agentic-workflow-kit/eval-kit#v0.1.0.
• Remove the local packages/eval-kit package from the technical-design workspace.
• Keep technical-design eval cases, adapter, rubrics, and expected facts/boundaries schemas under evals/.
• Point technical-design scripts/tests at the installed shared package.
