docs: close M7 spine and gate tail decisions

Summary

• Move M7 from repo-planning-ready to the current org closeout state without marking the milestone fully done.
• Record that Jig's local M7 real-provider spine through Phases 6-9 is merged through PR #39 at 3b3d224.
• Update roadmap/profile status so M7 is no longer described as queued or merely planned.

Gated For Replanning

• Concrete Codex transport evidence or an ADR remains a post-M7 validation adjunct unless the org explicitly requires it for M7 exit.
• TUI/dashboard work needs product-surface design before implementation.
• Policy analyzer work should wait for enough real run-history data.
• v0 contract freeze/package extraction is gated by Phase 9 records-integrity evidence from Jig PR #39 plus package-boundary/product decisions, and likely concrete transport evidence if the org requires it.

Out Of Scope

• No tail implementation is included.
• No Jig runtime, tests, or docs are changed.
• No concrete Codex transport implementation, packaging ADR, or contract freeze is included.
