- 新增 `config` 子命令，支持 get / set / remove 操作 - 本地配置优先级高于环境变量，低于命令行参数 - 配置存储在 `~/.config/zentao/config.json`，权限 0600 - 交互式 `config set` 避免密码暴露在 shell 历史 - 统一 MCP Server 与 CLI 的配置读取逻辑
