…t moving it as soon as the mouse pointer moves to another monitor regardless whether it is at the bottom or not. (Usually I think you will go to plank while you are in the middle of the screen)

Now that I think about it plank can just move whenever the mouse is on the other screen. Since the position query delay most of the time makes you wait for it to pop up where you'd expect it to be since it doesn't move instantly. |

I made some further improvements in addition to PR-6 from @7aske (I suggest you merge that one first ;) )
But this needs further improvements. The offsets needs to reflect the screen resolution of the screen where the mouse pointer is currently on.
