There is currently a requirement for an old version of
tapipy:python-vbr/setup.cfg

tapipyrequires a very old version of pyyaml (under^5.4): https://github.com/tapis-project/tapipy/blob/2f5b1b6e7821a488dfe8ec07548c516b79401220/pyproject.toml#L27. But that version ofpyyamlseems to have several problems these days: e.g., astral-sh/uv#1455 (comment). I haven't been able to install pyyaml<6.0, so this bumps to a more recent version oftapipy(one that allows for a newer version ofpyyaml)
