High Level Overview of Change
This PR updates soci to the latest available version.
Also, we use the version from official CCI.
Here, sqlite include was done under SOCI_SQLITE3_SOURCE, but we need to have some
sqlite_api::functions, so I added a defineSOCI/soci@0fd87b6#diff-c0cb81cc18de6eec4399f5f83bc7d478c00230e72e1147475b586570a6d70c31
And updated timestamps from our CCI when previous build finished.
