High Level Overview of Change

This PR updates soci to the latest available version.
Also, we use the version from official CCI.

Here, sqlite include was done under SOCI_SQLITE3_SOURCE, but we need to have some sqlite_api:: functions, so I added a define
SOCI/soci@0fd87b6#diff-c0cb81cc18de6eec4399f5f83bc7d478c00230e72e1147475b586570a6d70c31

And updated timestamps from our CCI when previous build finished.

Context of Change

API Impact

  • Public API: New feature (new methods and/or new fields)
  • Public API: Breaking change (in general, breaking changes should only impact the next api_version)
  • libxrpl change (any change that may affect libxrpl or dependents of libxrpl)
  • Peer protocol change (must be backward compatible or bump the peer protocol version)
