sync-branches: New code has just landed in dev, so let's bring extern-contrib up to speed!

Commented out the npm publish step in the prerelease workflow to prevent accidental publishes from extern-contrib during the dev sync. Checkout stays enabled; the rest of the workflow continues unchanged.
