What does this PR aim to accomplish?:

This pull request includes updates to the Update scripts to improve version management and handling of specific markers in JSON files. The most important changes include updating the npm version command and handling the //!ci-no-touch marker.

How does this PR accomplish the above?:

Version management improvements:

• Update/UpdateToRelease.js: Changed the npm version command from patch to minor to ensure minor version increments.

Handling of //!ci-no-touch marker:

• Update/UpdateVersion.js: Added logic to remove the //!ci-no-touch marker, reconfigure git settings, pull the latest changes, commit the removal, and push the changes.
