Description

updates docker compose files and deployment scripts, github actions. Including reducing warning spam in CI and local dev. Now lints the docker compose files, accounting for the v3 compose file restriction for docker swarm.

A number of small annoyances have built up over time that make working on the project more irritating that it needs to be

How Has This Been Tested?

This PR exercises the compose file linting. I pushed this to staging to manually test the script and compose file changes.
