Added an environment yml. We should probably update the install document to point to this. Removed future module.
The elevation ascii file is also gone. Will fix that next. Need to double check the NLDAS geotransform. The values in earth engine are slightly different than in the NetCDF.
Leaving the default as 140 for now though.

General updates to fully switch to Python 3. This includes updating to GDAL 3+ and updating some of the download tools.
