Description

Our eslint version is end of life and out of support: https://eslint.org/version-support/ so I have updated the frontend to 9.0.0 and see 9.0.0 #1259 for backend. 9.0 comes with a new config format so I have migreated to that however this has come with some rule added and updated meaning some code changes.

I suggest reviewing this PR commit by commit to see the rule updates applyed one at a time and not all at once.
