feat(apollo-vertex): modular dashboard — interactive surfaces [3/5]

Stacked on #613. This is where the dashboard becomes interactive — the grid that arranges cards and the two AI entry points.

What's here

• InsightGrid — right-panel grid arranging insight cards in S/M/L layouts; handles expand/collapse animation and tracks the active card
• PromptBar — left-panel input that expands into a half-page AI chat surface; typing reveals suggestion chips
• AutopilotInsight (AI Assistant panel) — slides in from the right when triggered from an insight card, showing contextual analysis for that card
