🧪 F-UJI scoring — pipeline fix summary

The F-UJI Score CI is now fixed and pinned: every PR (open & closed) is scored against a single fixed baseline = the repo's initial commit 75466a8, so deltas are comparable across the whole hackathon.

This PR's score: FAIR 75.00%  ·  Δ +66.67 vs initial

Main reason: Strongest submission so far. Both dataset/metadata.jsonld and DCAT dataset/metadata.xml are present, plus rich dataset/index.html Signposting and a LICENSE. Interoperability is 100%. Remaining ~25% is concentrated in R1.3 community-standard fields and F1.2 persistent identifier (a w3id/DOI on the dataset record itself).
