fix: trigger sign checker for Projects-info and networks metadata updates

The sign_checker workflow only triggered on assets/** changes, missing owner (Projects-info/**) and network (networks/**) metadata updates.

Changes

• Added Projects-info/** and networks/** to the paths: trigger in sign_checker.yaml, matching commit 9fbd047
