fix: trigger sign checker for owner and network metadata updates

The sign checker workflow only triggered on assets/** changes, missing PRs that modify owner metadata (Projects-info/) or network configs (networks/).

Changes

• Trigger paths: Added Projects-info/** and networks/** alongside assets/**
• Logo error label hygiene: Clear Logo Format Error label at workflow start
• Accurate diff detection: Pass explicit base_sha/sha to tj-actions/changed-files
• Logo format labeling: Add Logo Format Error label step with !cancelled() guard

Checklist

• Use the owner account that submitted registrar_reserve to sign the project information, and fill in the signature.
• After each update of the project information, please sign the latest data and submit the signature.
• Add a description for your pr, the description includes the original data.
• Fill up the signature of the original data, signature account to Signature Auto check.
