Restrict pandas version to below 3

Looks like the tests failed because a token needs rotated:

Bump. Merging this PR will fix #2290 and TileDB-Inc/centralized-tiledb-nightlies#64

I rotated the token, but a subset of jobs still failing here, which doesn't make any sense. I think we can go ahead and merge this to fix the nightly, and @kounelisagis can revisit when he's back online if the test failures persist.
