* refactor(codec): expose base64 encode/decode * Delete mitata benchmarks * Restore deleted documents and types for llrt:timezone * Add criterion benchmarks * Modify criterion benchmarks * refactor * perf(codec): faster base64/hex decode + criterion benches Decode optimizations on llrt:codec (replacing @smithy/util-base64 & util-hex-encoding): - Borrow the JS input string via to_cstring() instead of copying into an owned String. - Build the result Uint8Array directly from the owned decoded Vec (TypedArray::new takes ownership) instead of copying. - Decode base64 via base64_simd STANDARD.decode_to_vec: strict single-pass validation matching @smithy semantics (rejects url-safe/whitespace/bad-padding), ~28% faster at 256KB than the prior forgiving path. Net effect vs main's Buffer.from shim: small-payload encode ~2.6x, decode ~1.6x; large-payload decode ~1.7x. Benchmarks: consolidated the four per-op bench files into one codec.rs that sweeps input sizes and compares the master Buffer.from path, the QuickJS builtin Uint8Array.{to,from}{Base64,Hex}, llrt:codec, and the raw native fn.
