Add a github action to build the docker container. Upgrade to python 3.11. Add support or openstack storage and migration tools.

The migration from azure to swift storage is ongoing. Initial tests with alert ingestion show they are working in dry_run mode. Full end-to-end tests against a fastapi backend not quite there yet. |
