refactor: improve simd daemon robustness and network handling

This PR focuses on improving the stability and network handling of the simd telemetry daemon.

Key changes:

• Enabled UDP socket re-binding with SO_REUSEADDR (already in master, verified).
• Added proper UDP socket closure in releaseloop to ensure clean state transitions.
• Relaxed shutdown conditions in on_udp_recv to prevent premature termination during race countdowns (e.g., in Rally Cross).
