Scope

This PR is declaration-only. It does not alter runtime behavior. It classifies AgentPlane as Zone C: agent/tool/model control plane.

Manifest posture

AgentPlane declares:

• agent runtime and tool invocation authority;
• filesystem, terminal PTY, and memory-store observation channels;
• MCP, agent-to-agent, and scheduler control channels;
• model/tool/metadata egress classes;
• scheduled agent task background worker class;
• model-governance-ledger and policy-fabric ledger sinks.
