Administrator Permissions

Eventually ClaireBot will feature an in-depth permissions system allowing administrators to control the bot. Currently, the only permission I am bothered to document is the "root" permission which grants all perms to a user.

Note: it is highly unlikely that you should be granting the user ID 264601404562210828 any permissions, please replace all instances of it below with a trusted user ID.
