[Feature] add opensearch health monitoring system

@yashsinghcodes Can we test this on nightly tag?

1. The OpenSearch health monitoring job runs every 10 minutes.
2. A notification is created when:
   • Disk usage reaches 90%
   • Heap usage remains at more than 80% for 10 minutes
3. In both case notifications are generated every hour.
4. I have added an OpensearchStats struct to store the most recent disk and heap usage metrics. These statistics will be returned in the /api/v1/health endpoint response.

This PR is ready to merge but before merging this PR and adding new feature in health api. I want to optimize current health api checks and we can merge new feature after that.
