Propagate the v1.1.7 Forge plugin release from the canonical forge-mcp/plugin source: - plugins/forge/hooks/stop-observer.cjs: time-floor cadence for engineering-time checkpoints — a checkpoint now fires on EITHER the turn interval OR a 10-minute wall-clock floor (whichever comes first), so long turns no longer leave large un-banked engineering-time gaps. - plugins/forge/.codex-plugin/plugin.json: bump version 1.1.6 -> 1.1.7.
