Switches to [rumdl](https://github.com/rvben/rumdl) instead of [markdownlint-cli2](https://github.com/DavidAnson/markdownlint-cli2) in the [pre-commit](https://pre-commit.com) hooks.

Ok, not got this completely right as its reset the ordered list items >= 10. Will investigate at a later date and fix. |
