Qv2ray v3.0.0-rc1

This is the rc1 version of Qv2ray v3.

Currently no release artifact for Linux is provided (an AppImage release is planned), for now, Arch Linux users can check out qv2ray-static-bin-nightly in AUR.

Users of other distrubutions may download the artifacts from the Github Actions and figure out how to repackage this by themselves.
