Codesnippet Script Include for creating Issue to Item M2M records

PR Description:

On 'Add' button UI Action Script, we are passing selected Risk Ids and current Issue record Id as parameters to make a GlideAjax call of a Script Include that contains the function which generates M2M records for Issue to Item (Risk/Control).

Please mention in the readme file when will we be using the logic and what other scenarios this can be re-used(Provide some other examples)

The UI Action 'ADD' is OOTB so Modifying it may affect other features so please mention in detail on how to find the specific 'ADD' UI Action related to our use case.

I would suggest you to place code snippet in UI Actions Path Instead of Script Include path.
