Codesnippet for add button in Related List

PR Description:

On Issue form, for Risks Related List, create an "Add" button. Clicking on the button will open an interface to see the available Risks from instance to select and add.

I think it's something out-of-the-box (OOTB) where you can add a new button to the related list. Could you please include a use case for the code you provided here?
