feat: Add Business Hours Notifier Flow Action

Summary

This Flow Action checks whether the current time is within defined business hours for a specified department or group.
It outputs a boolean (true if within hours, false otherwise) and an optional message.

Use Case

• Send notifications if a request arrives outside business hours.
• Assign tasks automatically only during business hours.
• Queue tasks for the next business day if outside working hours.

Inputs

• department: Department or group to check business hours for
• start_time: Business start time (HH:mm format)
• end_time: Business end time (HH:mm format)
• timezone: Optional timezone (default: UTC)

Outputs

• within_hours: Boolean indicating if the current time is within business hours
• message: Optional status message

This contribution adds a useful and reusable Flow Action for ServiceNow developers, aligning with Hacktoberfest 2025 requirements.
