As @erindru explained to me, the following error is transient; the ubuntu archive has been having issues recently and it looks like that mirror is not up to date.

404  Not Found [IP: 91.189.91.83 80]

The --fix-missing suggestion is part of a fallback error message:

-m, --ignore-missing, --fix-missing
    Ignore missing packages. If packages cannot be retrieved or fail the integrity check after retrieval (corrupted package files), hold back those packages and handle the result

It kind of works here but it does mean that the result of apt-get update may vary across the build agents and we want to keep them consistent, so I'll go ahead and close the PR.
