Summary

• Add enterprise-irb-consent-governance/, a self-contained Enterprise Tooling slice for human-subjects research governance.
• Evaluate projects for IRB status, consent-purpose coverage, guardian consent, DUA coverage, de-identification, export target/jurisdiction restrictions, retention review, and signed webhook-ready events.
• Emit deterministic reviewer artifacts: JSON report, Markdown packet, SVG preview, and a short MP4 demo.
• Keep the implementation dependency-free, credential-free, and based on synthetic sample data only.
