Summary

• Adds a self-contained Enterprise Tooling slice for issue Enterprise Tooling #19 focused on institution-defined initiative tags and internal flags.
• Validates controlled tag policies, allowed scope, owner approval, expiry, required evidence, funder linkage, open-access/reproducibility thresholds, restricted-project dashboard exposure, and mutually exclusive tags.
• Emits dashboard rollups, signed webhook-ready governance events, a deterministic audit digest, reviewer packet JSON, SVG frame, and short MP4 demo artifact.

Non-overlap

This avoids the existing dashboard/export/webhook/compliance/identity/retention/data-residency/SLA/lab-inventory/secret-rotation/quota/API-change/connector-certification/incident/funder-reporting/AI-model-governance/dashboard-attribution slices. The focus here is the admin dashboard custom tags/flags requirement before analytics rollups and webhook publication.
