Adds avoidance for sailing hazard zones (stormy seas, fetid waters, tangled kelp, icy seas, eternal cold, cursed seas, scalding seas) to the pathfinder, following the same pattern as wilderness avoidance. Includes a config toggle to disable it.

Also adds sailing gangplank transports for all ports, and The Pandemonium travel/cave routes.
