Use Ubuntu 25.10 as docker base

1. Use newly released and maintained Ubuntu 25.10 as base for docker (both builder and "prod")
2. Remove unneeded explicit python dependencies (Useless Python dependency lz4 ? #909)
3. Remove unneeded Ubuntu packages from the "prod" docker
4. Make pip.sh be coherent (same behavior for both pip and uv). We might want to reconsider this behavior though as this is generally bad (for non docker environments).
