Motivation
Enable automated builds of relocatable DEB, RPM, and TGZ packages in GitHub Actions, publish artifacts to S3 when configured (OIDC + bucket variables), and document how operators set secrets/variables, interpret nightly vs release vs PR paths, and use apt/yum/dnf against generated repo metadata. This makes nightly and release packages consumable from S3 without manual steps and keeps CI behavior aligned with
