Extend PhpcCliTest with POST body (-p), missing-script exit code, and a shared runPhpc helper. Use $_REQUEST in 001-SimpleWeb so POST matches the documented GET-or-POST behavior. Co-authored-by: Cursor <cursoragent@cursor.com>
