Update Test and Packaging to Python 3.11

Update Test and Publish Package to use Python 3.11. Current builds are failing as GitHub no longer supports Python 3.7.

Updated Pipfile and its lockfile as well using pipenv lock.

I'll bump your permissions @Diosbejgli - merged for now.

We need to bump the version and create a release tag - hopefully the deploy pipeline still works, it's been a while since it ran. If it's broken, I'll fix it and I'll probably end up swapping Pipenv for UV.
