Closes #2892.

Summary of What Has Been Done: Created test/sanitize.test.ts with vitest covering all exported functions from src/lib/sanitize.ts: stripHtml and validateTextInput.

Changes Made: 70 lines of test coverage across 21 test cases including HTML stripping, entity decoding, input validation, length limits, and error messages.

Impact it Made: Adds test coverage for a previously untested utility module. Ensures HTML sanitization and input validation behave correctly as the codebase evolves.
