ZapTweaks v1.4.1 introduces new external tools and easier deployment. Added a direct button to open Winslopr releases, plus two new visible admin PowerShell actions: USB Latency Analyzer V2 by marius heier and Install Win11 Debloat. Added a stable PowerShell bootstrap installer script that fetches and runs the latest GitHub release automatically. Version metadata and installer packaging have been updated to v1.4.1.

Release prep for v1.4.0: add implementation plan and update app metadata/installer, README and .gitignore. Key changes:

• Add implementation_plan_v1_4_0_ZapTweaks.md with detailed rollout/spec for new Power & CPU tweaks and packaging steps.
• Bump version to 1.4.0 in lib/app/app_metadata.dart and installer.iss.
• Replace large README with a concise v1.4.0 overview and keep license note.

• Wrap NavigationView in a Stack and add an interaction lock overlay (progress + message) to block UI during long operations.

Catalog, hardware detection & tweaks:

• Improve CPU vendor detection logic in HardwareDetectionService._detectCpuVendor().
• Extend TweakCatalogService: add restartRequiredSystemTweaks entries, include requiredCpuVendor on descriptors, add several networking entries, improve catalog sorting and category filtering.
• TweakManager: add PowerShell scripts/constants for global TCP/Nagle tweaks and detection helpers; other detection/apply code reorganized.
• CategoryPresetService: adjust availablePresetsForCategory logic (removed 'Tools' special-case).

Other notes:

• Many small model/controller/view updates to support new tweak metadata, restart handling, and UI state flows.
• This commit prepares codebase for implementing the new Power & CPU tweaks and packaging steps described in the new plan.
